Orleans Community Action Committee, Inc. Early Head Start Program (EHS), through high quality early intervention, provides opportunities for physical, social, emotional, and cognitive development for pregnant women, infants, and toddlers up to three (3) years old in Orleans and Genesee Counties.

EHS center and home-based services are FREE and are offered all year round. Like Head Start, a minimum of 90% the total enrolled families must meet low-income eligibility standards and at least 10% of the children enrolled have special needs.

Child Development Services

  • Focus on each child's strengths and needs
  • Positive relationships with primary care providers
  • Child assessments
  • Inclusive of children with disabilities
  • Health, mental health, and nutrition services
  • Planned and supportive transitions into preschool

Family Development Services

  • Recognize parent as child's first teacher
  • Enable parent to be better caregiver and teacher
  • Individualize assistance with goal attainment
  • Parent education, including parent-child activities
  • Pre-and Post-natal health and mental health services
  • On-going support through case management and home visiting
  • Referral and advocacy

Community Development Services

  • Play groups
  • Peer support groups
  • Interagency partnerships & collaborations
  • Parent involvement in program governance
